Qualification Assessment Document


All Systems Integration Testing (SIT) and Non-SIT participants that are planning to Qualify in the MHHS arrangements should review and provide comments on this document.

The Qualification Assessment Document (QAD) sets out the information and evidence that all Suppliers, Supplier Agents, Meter Equipment Managers (MEMs), and Licensed Distribution System Operators (LDSOs) are required to provide to the Balancing & Settlement Code (BSC) and Retail Energy Code (REC) Code Bodies so that they can be MHHS Qualified to operate the new arrangements. 

The QAD has been developed through discussions with the MHHS Qualification Working Group (QWG). The QAD went through industry consultation in March, May and July 2024.

Qualification Assessment Document (QAD) Consultation - version 3.2

Code Bodies and the Data Integration Platform (DIP) Manager have published an updated version 3.2 of the QAD for industry consultation. This consultation closed on Wednesday 20 November 2024

This version incorporates changes following industry consultation and will be taken through MHHS and  Performance Assurance Board (PAB) governance in December for approval.

At a high level, the changes since the last version of the QAD are: 

  • MHHS Requirement updated throughout the document to align with the latest Balancing & Settlement Code (BSC) Assessment Criteria and the Requirements to Test Matrices (RTTMs) that were recently published. 
  • Following the DIP Non-Functional Requirements (NFRs) approach, the DIP Manager made changes to incorporate NFR needs. This introduced new questions as well as moved NF questions that were elsewhere in the document into the dedicated DIP Manager Section 4.5.
  • Each Data Service (Advanced Data Service, Smart Data Service, Unmetered Supplies Data Service) had one additional question each.
  • The Code Bodies also reformatted the document to make it easier to read so the question, guidance and answer boxes were all aligned. 

Overall, the updates to the QAD were minimal and therefore we do not expect participants to require significant uplift to the answers they have already prepared.  

Thank you to all participants who provided feedback on the document. The Code Bodies will now work through the feedback and make any necessary amendments to the document.

The updated document is tabled for approval at the December governance groups, including the Qualification Working Group ( QWG), Qualification Advisory Group (QAG), and Balancing & Settlement Code (BSC) and Retail Energy Code (REC) Performance Assurance Boards (PABs).

Completing the QAD

To support efficient review of information and evidence from parties, there are two formal QAD submission stages and the timeframes for submission are set out in the October 2024 Qualification and End-to-end (E2E) Sandbox Working Group (QWG) papers, which you can view on the Qualification and E2E Sandbox Working Group page of the Collaboration Base.

Please note that although we have provided a PDF version of the QAD for the purposes of consultation, the format of the QAD submission will be via the QAD Portal. We have also provided a Word version of the QAD so participants can prepare and draft their responses ahead of accessing the QAD Portal.

All Systems Integration Testing (SIT) and Non-SIT Licensed Distribution System Operator (LDSO) participants will be onboarded to the QAD Portal from Monday 16 December 2024 to Friday 3 January 2025. Participants won’t be able to access the QAD questions and start completing them on the QAD Portal until this is made live on Monday 6 January 2025, the date on which the Initial QAD submission window opens for SIT and Non-SIT LDSO participants. All Non-SIT Suppliers and Agents will be onboarded to the QAD Portal in the two weeks before the opening of their Initial QAD submission window, which will be dictated by participants' allocated Qualification Wave.

Self-Qualification Assessment Document (SQAD) 

The Balancing & Settlement Code (BSC) Self-Qualification Assessment Document (SQAD) is for New Entrants only who are not an existing Balancing & Settlement Code (BSC) Party or Party Agent under Section J of the BSC.

Elexon published v0.2 of the SQAD for consultation in September 2024. Thank you to all participants who submitted comments.

Following this, the SQAD was approved at the Qualification Working Group (QWG) on 8 October 2024, Qualification Advisory Group (QAG) on 17 October 2024 and BSC Performance Assurance Board on 31 October 2024.
