The Migration Planning and Management Tool (MPMT), also known as Kestrel, is built around a role-based framework to support the planning, management, and reporting of MHHS migration data. The tool ensures that all market participants can access the planning functionality and insights they need whilst safeguarding commercially sensitive information.

Kestrel and Submission 2 Quick Start Guide

The Kestrel and Submission 2 Updated Validation Rules Guide provides information on the Validation Rules functionality that went live in Kestrel on Wednesday 28 May 2025 and replaces the Validation Rules that were live when Kestrel was launched on Wednesday 7 May 2025. You can view this below:

User Access & Management

Participants who have been nominated as Kestrel users should already have access through an active MHHS account.

If you don't have this, please request this by emailing the Programme Party Coordinator (PPC) team at [email protected]  

Please note: Any changes to user access must be coordinated through your organisation's designated User Manager, as identified in the Programme Participant Information Request (PPIR) that was issued in April 2025.

To request additions or removals, please email the Kestrel team at [email protected] with the subject line formatted as follows:

<Supplier MPID> - <Role> - <Request Type>

For example: ABCD - Supplier - New User Request

Migration drop-in sessions

The Migration team hosted two online drop-in sessions on 16 and 28 May 2025.

The focus of these sessions was to support Suppliers with the submission process and the Kestrel tool. 
 
These sessions included a general Q&A on this latest submission round, Kestrel usage and an overview of the updated validation rules.

We will hold a couple more drop-in sessions during June 2025, and we're collating a Q&A document to incorporate all questions asked during these sessions. We'll let you know when this is available.
