The MHHS Programme ‘Placing Reliance’ Policy was approved by the Testing and Migration Advisory Group and the Retail Energy Code (REC) and Balancing & Settlement Code (BSC) Performance Assurance Boards (PABs) at the end of April. The Policy outlines the principles and approach for how Programme participants can meet and evidence MHHS industry-wide testing (SIT) or Qualification Testing that is required to Qualify in the MHHS arrangements. The Policy sets out the framework for allowing Programme participants to delegate part of their testing to third parties, and/or to place reliance on elements of testing previously conducted on common systems and services. This provides the opportunity for industry efficiencies by avoiding duplicated testing that is required for Qualification.
 
Programme participants and their contracted software and service providers are approaching us to discuss how they propose to meet and evidence parts of SIT and Qualification testing across multiple parties, using the 'Placing Reliance' Policy. This is proving very useful for parties and the Programme. We encourage any parties who are operating or providing common systems or services to come and speak to us about how they intend to execute their SIT and Qualification testing, so that we can have a collaborative discussion on the way forward. This is particularly important for volunteer SIT participants as this will help to gain confidence in SIT participation before the Programme milestone of 23 May 2023 to confirm SIT participation.
